KSA State Safety Program (SSP)

The Kingdom of Saudi Arabia (KSA) underscores its dedication to creating a premier aviation safety system that aligns with the transformative goals of the Kingdom’s Vision 2030. In response to rapid growth and increasing complexity within the aviation sector, KSA’s State Safety Program (SSP) is designed to proactively manage safety across all civil aviation activities within the nation, establishing an adaptive framework that addresses today’s challenges and anticipates future demands.

The core of KSA’s SSP is a performance-based safety oversight model led by the General Authority of Civil Aviation (GACA), this model leverages comprehensive risk assessments, data analysis, and targeted safety performance indicators to maintain and elevate safety standards across the aviation industry. By fostering an environment of collaboration between government entities, industry partners, and international stakeholders, KSA’s SSP ensures that aviation activities are conducted within a controlled and safe environment, contributing to global safety objectives.

The KSA’s SSP is structured around key components that include robust safety governance, risk management, and a culture of continuous improvement. a core element of this program is the National Aviation Safety Plan (NASP), which serves as a strategic roadmap for enhancing safety by identifying risks, setting safety objectives, and implementing targeted measures to mitigate potential hazards. This plan emphasizes the importance of data-driven decision-making, allowing KSA to effectively respond to the most pressing safety concerns.

The program is governed by the National Aviation Safety Committee (NASC), which plays a pivotal role in monitoring the overall performance of the SSP and ensuring compliance with International Civil Aviation Organization (ICAO) standards and recommended practices. NASC works closely with various specialized working groups and safety committees to facilitate the exchange of safety information and the development of coordinated safety initiatives across all facets of the aviation industry.
