Pre-Requisites

  1. GACA Type Certificate Acceptance (TCA)
  2. Familiarity with the Aircraft Certification process

Required Documents

  • Approval privileges document (FAA ACO Minor Change Agreement, EASA Design Organization Approval, or equivalent) (if applicable)
  • Company Manual (Handbook, Procedures, Work Instructions) related to the intended certification activities
  • Design change classification document issued in accordance with FAR §21.93 (a)&(b) or EASA 21A.91
  • Letter of application addressed to General Manager of Airworthiness (see additional help)
  • Minor Change Approval issued by GACA Recognized Foreign National Aviation Authorities (for existing approved data)
  • Owner/Operator acknowledgment for the proposed design change

Procedure

Interim Measures: GACA will review and assess the required documents. GACA will check if any specific additional airworthiness requirements are applicable to the proposed design change and may choose to carry out a compliance inspection of the modified aircraft depending on the outcome of the assessment. More details will be provided by the GACA Certification Project Manager (CPM) assigned to this project. Once found satisfactory, a GACA Acceptance Letter will be issued.

Terms and Conditions

  1. Minor Change Approval (issued by GACA Recognized Foreign National Aviation Authorities). If the Minor Change Approval is not issued yet, the procedure for Ongoing Certification Project will be used.

Additional Help

The letter of application should include sufficient detail to allow GACA to make a decision to support the project. The content must include:

  1. Design Approval holder/applicant name and normal place of business
  2. Description of the design change, including:
    • Purpose of the change
    • Pre-modification and post-modification configurations
    • Schematics/pictures and any detailed features and boundaries of the physical change
    • Drawings or outlines of the design
    • Identification of functionally affected areas and changes to maintenance/operational manuals
  3. Aircraft type, serial number, and KSA registration marks
  4. Organization responsible for performing the design change on the aircraft
  5. Location of the aircraft during the design change project
  6. Starting date and duration of the design change project
  7. Information on whether flight testing will be conducted
  8. Concurrent activities on the aircraft
  9. Request for GACA concurrence for the use of aircraft registered in the KSA as a prototype
  10. Request for GACA concurrence for the use of GACA Recognized Foreign NAA Designees (if applicable)
  11. Request for any specific information required in support of the GACA Recognized Foreign NAA undue burden process (if applicable)
  12. Invitation for GACA participation
  13. Identification of the Certification Project Manager(s), including their contact coordinates

Note

It is a GACA philosophy regarding design changes issued by GACA Recognized Foreign NAA and to be performed on an aircraft registered in the KSA to minimize its involvement in the certification process. However, as the State of registry for the aircraft, GACA must understand the nature of the design change and may need to participate in some certification activities to secure that understanding on a case-by-case basis. This could include participation in meetings, requests for clarifications following review of design or certification documents, and participation in certification inspections and tests as an observer.
