تتيح هذه الخدمة للمستفيدين التقدم بطلب للحصول على موافقة GACA على تغيير التصميم بموجب أحكام GACAR الجزء 21 الجزء الفرعي C "تغييرات شهادات النوع" عندما تتم الموافقة على موافقة التغيير الرئيسي أو شهادة النوع التكميلية (STC) من قبل سلطات الطيران الأجنبية بخلاف NAA الأجنبية المعترف بها من GACA (GACAR §21.63 (f)). تنطبق معايير تغيير التصميم المنصوص عليها في §21.63 أيضًا على تصميمات الإصلاح.

Pre-Requisites

  1. GACA Type Certificate Acceptance (TCA)
  2. Familiarity with the STC Certification Process

Required Documents

  • Approval privileges document (FAA ACO Minor Change Agreement, EASA Design Organization Approval, or equivalent) (if applicable)
  • Certification Plan
  • Company Manual (Handbook, Procedures, Work Instructions) related to the intended certification activities
  • Compliance Checklist
  • Continued Airworthiness Data:
    • Instructions for Continued Airworthiness
    • Airworthiness Limitations
    • Electrical Wiring Interconnection System (EWIS) Instructions
  • GACA Recognized Foreign NAA Notification Letter addressed to the General Manager of Airworthiness (for ongoing certification project)
  • Letter of application addressed to General Manager of Airworthiness (see additional help)
  • Master Data List
  • Owner/Operator acknowledgement for the proposed design change
  • Proof of Fee Payment
  • Required Operating Data such as Aircraft Flight Manual Supplement (AFMS)
  • Supplemental Type Certificate (STC) or Major Change Approval issued by GACA Recognized Foreign National Aviation Authorities (for existing approved data)

Additional Help

The letter of application should be sufficiently detailed to enable GACA to decide on project support. It must include:

  1. Design Approval holder/applicant name and business address
  2. Description of the design change, including:
    • Purpose of the change
    • Pre-modification and post-modification configurations
    • Schematics/pictures and detailed features of the change
    • Drawings or outlines of the design, and functional impact on affected areas
    • Maintenance and operational manual changes, if any
  3. Aircraft type, serial number, and KSA registration marks
  4. Organization responsible for the alteration
  5. Aircraft location during the STC project
  6. STC project start date and duration
  7. Information on whether flight testing will be conducted
  8. Concurrent activities on the aircraft
  9. Request for GACA concurrence for using a KSA-registered aircraft as a prototype
  10. Request for GACA concurrence for the use of GACA Recognized Foreign NAA Designees, if applicable
  11. Specific information required for the GACA Recognized Foreign NAA undue burden process (if applicable)
  12. Invitation for GACA participation
  13. Identification of Certification Project Manager(s), including contact details

Additional Information

  1. GACA accepts all design changes (including STCs) introduced by the TC holder. This acceptance is automatic, and no further GACA concurrence is required for such design changes on Saudi-registered aircraft.
  2. Design change criteria in this section also apply to repair designs.
  3. For design changes by foreign aviation authorities (non-GACA Recognized Foreign NAA) on KSA-registered aircraft, GACA minimizes its involvement. However, as the State of registry, GACA may need to understand the design change and participate in certification activities as needed. This may include meetings, clarification requests, and participation in inspections and tests as an observer.
  4. No approval has been or will be issued by GACA Recognized Foreign NAA.

Interim Measures

GACA AC 021-07 Alterations and Repairs and § 21.65 Validation of Design Changes. Once found satisfactory, GACA STCs or other forms of approval specified by the President are issued to signify approval based on design change validation. More details will be provided by the GACA Certification Project Manager (CPM) assigned to this project.

Note: The GACA Certification process is based on the FAA Type Certification process.

Terms and Conditions

  • Only GACA-certificated repair stations may perform actual work on Saudi-registered aircraft.
  • If the Major Change Approval or STC (issued by a GACA Recognized Foreign NAA) has not yet been issued, the procedure for Ongoing Certification Project will be used.
